Japanese appliances are built for AC100V, which is lower than almost every other country in the world. Running a 100V appliance directly on 220-240V will destroy it; running it on 110-127V may work for simple electronics but is outside specification for anything with a heating element or a motor.
A step-down transformer solves this. Choose a capacity above the wattage of the appliance you intend to run — for heating appliances, allow generous headroom.

Choosing the right capacity
Check the wattage printed on your appliance. Shaver and toothbrush chargers draw a few watts; facial devices typically 10-100W; hair dryers, steamers and rice cookers 500-1200W. A transformer rated below the appliance's draw will overheat.
